NNPC Downstream Investment Services (NDIS) is a Business Service unit of NNPC Limited responsible for the Management of NNPC’s investments in Refining, Petrochemicals and other Downstream facilities such as depots, pipeline systems, butanization plants.
To achieve domestic Energy Security of Refined Products and Net Exporter status, NDIS is currently in strategic alliance with reputable investors for the development of hydrocarbon processing plant projects.

NDIS is charged with NNPC’s investments in Refining, Petrochemicals and other Downstream Businesses. The Company is established as a veritable vehicle for NNPC investment in Crude, Condensate and other Greenfield Refineries and Petrochemical Plants.

Key Requirements for Developing a Refinery with NNPC
- Incorporation of Company with Corporate Affairs Commission (CAC)
- Needs Analysis (Business Case) of Project Proposal
- Three (3) Years audited financial statements to show financial capability
- Experience on similar projects delivered
- Evidence of Feedstock and Product Offtake Arrangements
- Evidence of valid operational permits in the Nigerian Oil and
- Gas Industry including License to Establish (LTE), License to Construct (LTC) etc
- Evidence of Partnership or Agreement with selected Process Licensor(s) with global footprints in the Hydrocarbon Processing Industry
- Copies of project Feasibility Study (FS), Environment & Social Impact Assessment (ESIA) certificate and other pre-developmental activity documents.
